This item is currently sold by different sellers, and not Amazon directly. Mine came from "Japan Bargain." They sent me a white color unit and not the red one pictured. I was expecting a red one based on the product picture, and would have preferred the red.It does the job and I'm happy with it. I did not have a problem with pieces getting stuck in the blades as another reviewer stated. It is the loose outer layer of the scallion that tends to get stuck, so either remove any loose outer layers or pull out any pieces that get stuck in the unit right away without waiting for it to completely plug up. The loose outer layer doesn't shred well anyway, so you are better off removing it before starting.
This is a Japanese product, negi is scallions in Japanese, so this literally the "Scallion Cutter." The instructions are in Japanese, but you can learn how to use it with this short (don't you love short youtube videos that don't go on and on forever!) youtube video: If Amazon deletes this link then do a youtube search for "how to use negi cutter."

I wasn't too thrilled about this green onion cutter. The green onions got stuck in the blades after a couple swipes, and then it was clogged up so I had to keep pulling the onion out of it to keep going. It is not easy to clean but generally it is a good product to buy if you want to make garnish easy and fast
